Dumping Grounds

My whole city is littered with these orange construction barrels. They are used to keep people out of areas they are not supposed to be driving on while road work is being done. Each time I go across the dam at Lake Muray I see this pile of construction barrels. Do we have such bad drivers here that they hit the cones and then the road workers toss them on the heap?

for the festival, it is necessary to arrange the small hats; O) beautiful photograph.
